Indian government, GeM, private/NGO and international procurement evidence, connected to practical software and IoT scopes.

What the evidence supports

This edition adds nine records and five custom software offerings. It contains 27 records in total, including historical requirements, RFIs, programmes and discovery leads. These are not 27 open tenders. Document depth, dates and remaining checks are visible on each record.

No product currently passes a proven “high demand + low supply” test. Relevant requirements exist; the available documents do not establish a market-wide shortage. We use them to select demonstrations and partner conversations, not to claim guaranteed orders.

One buyer reports an unsuccessful competition: Translink’s claims-system maintenance award. Its cause still needs investigation. Legacy compatibility or commercial conditions can explain a failed procurement without indicating broad supplier scarcity.

These are engineering judgements based on reuse, qualification risk and access to a pilot. They are not a sales forecast.

Demand and supply are separate checks

  1. Demand: count unique buyers and procurements in a defined period; record units/users, budget where disclosed, repeat purchases and whether the request is a tender, RFI or programme. Deduplicate mirrors and extensions.
  2. Supply: seek actual qualified-bidder counts, failed lots, buyer explanations, award concentration and current supplier lead-time quotations. A retender, aggregator rating or generic minimum-bid rule is insufficient alone.
  3. Fit: map each technical clause to demonstrated capability, development gap, partner dependency and acceptance test. Check eligibility, licensing, delivery and subcontracting rules.
  4. Investment gate: prioritise a bounded pilot only after a prospective customer confirms the problem and can provide lawful data or device access.

Coverage and access gaps

  • India government, off GeM: CPPP/ePublish and selected state/buyer records. Some session links expired; SSC, PNGRB and Bihar lighting need full-document follow-up.
  • GeM: buyer-hosted SPMCIL bid reviewed. DPIIT is a secondary discovery lead because the official document could not be fetched; it is excluded from verified demand.
  • Private: LEHS/NGO empanelment RFP reviewed. Commercial private-company portals and invitation-only procurement remain a major coverage gap.
  • International: UNGM notices, selected TED evidence and UK buyer awards. UNESCO TOR download was unavailable. Other countries, local-language portals and eligibility requirements need further review.

This is a dated public-source research snapshot. It is not an exhaustive crawl, a real-time feed or a scheduled monitoring service. Restricted portals were not bypassed. Amendments can change eligibility and deadlines after review.
